| Итог: | This article aims to explain the impact of a bureaucratic culture characterized by legal rationality and a logic of means on the performance of an administration. The researcher, a member of the management committee of a public development agency, hypothesizes that the agency's practices and values, i.e. its culture, potentially hinder overall performance. This hypothesis will be tested in a three-year case study to identify the factors that impede the achievement of certain operational or strategic results. The article's first conclusion is that bureaucratic culture is a performance factor in the achievement of the traditional objectives of legitimacy, compliance, quality and equity, while at the same time it is an impediment to the efficiency and effectiveness objectives of the NMP reform. In this sense, culture can be likened to a risk - cultural risk. The second contribution lies in the proposal of a concrete and directly applicable methodology for managing culture in order to make it evolve in the direction advocated by the NMP. This methodology enables us to move beyond the confrontation between pre-NMP values (associated with a bureaucratic culture) and post-NMP values (associated with a results-oriented culture), by proposing a reconciliation of two logics, each bringing its own added value at both operational and strategic levels. |
