Summary:This article critically analyzes the proposed electoral premiership reform in Italy, identifying two major political consequences. Firstly, it argues that the reform represents a symbolic yet profound «refounding» of the Italian Republic, shifting its identity from an anti-fascist foundation to one rooted in post-fascist ideals of concentrated power in a single leader, embodying a distorted notion of popular will. Secondly, the author contends that this centralization of power paradoxically serves to further subordinate national political authority to the dictates and interests of global economic and financial markets, leveraging the leader’s popular mandate to implement illiberal and anti-social policies detrimental to the most vulnerable. The analysis extends to a broader critique of the ongoing crisis of democracy in the West, characterized by political personalization, declining public trust, and the erosion of both formal (representative) and substantive (constitutional) democratic dimensions due to market dominance. The text also highlights the crisis of the European Union’s founding principles of peace and equality, particularly in the context of escalating global conflicts and migration. Finally, it advocates for a radical constitutional alternative: a global constitutionalism based on universal fundamental rights, disarmament, planetary public goods, and robust international guarantees, as the only rational path to address impending global catastrophes and secure the future of humanity.
