| Özet: | The National Council of Social Assistance (NCSA) plays a central role in the decision-making process of Brazilian social assistance policy. This deliberative forum includes a balanced composition of state and non-state representatives. To understand how the dismantling process occurred within this participative mechanism, a series of interconnected studies were conducted to analyze this process, examining the actors involved and their strategies to either reinforce or resist policy change. The primary methodologies employed included interviews and documentary analysis. The findings suggest that, in policies governed by multi-stakeholder deliberative mechanisms, dismantling will remain partial unless the composition and perspectives of the state and non-state actors involved in the process are significantly altered. |
