| Итог: | This article surveys the current state of higher education in Uruguay, examining factors such as the country’s scale and political arrangements to explain the system’s configuration and the challenges it faces in making improvements. Our goal is to understand a system that has developed not through a systematic overhaul of its structures but by aggregating various components and partial reforms over several decades. To achieve this, we focus mainly on the period beginning in 1985, when the country returned to democracy after the civil-military dictatorship. We also consider the historical context of the national university’s foundation in the 1840s. |
