Many other factors affect the outcome: the macroeconomic environment; changes in tastes and preferences; changes in the regulatory environment; changes in the competitive environment; technological change. All of these affect the Channel Tunnel and impact on the expected outcome to compare with actual evidence. This paper looks at a selection of these. Dans cette brève réflexion, je reviens sur les 30 dernières années d’expérience du tunnel sous la Manche. Les évaluations ex post posent des problèmes méthodologiques difficiles. De nombreuses années sont nécessaires pour que les grands projets d’infrastructure produisent pleinement leurs effets, et divers autres facteurs influent également sur les résultats : l’environnement macroéconomique, l’évolution des goûts et des préférences, l’évolution de l’environnement réglementaire, l’évolution de l’environnement concurrentiel et les changements technologiques. Tous ces facteurs ont une incidence sur le tunnel sous la Manche et sur les résultats escomptés, qui doivent être comparés aux données réelles. Le présent document en examine une sélection. |
