| सारांश: | In this brief reflection I look back on the past 30 years of experience. Ex post evaluations pose difficult methodological problems. Large infrastructure projects take many years for the full impact to be felt. Many other factors affect the outcome: the macroeconomic environment; changes in tastes and preferences; changes in the regulatory environment; changes in the competitive environment; technological change. All of these affect the Channel Tunnel and impact on the expected outcome to compare with actual evidence. This paper looks at a selection of these. |
