| Özet: | This article takes a critical approach to categorizations in the context of forced migration, with a focus on multiple and secondary conflicts and displacements, by crossing geographical and legal approaches. The article is based on three populations: Palestinian refugees from Lebanon and Syria and Syrian refugees displaced in Lebanon since 2011. These groups are under the jurisdiction of two UN agencies: UNRWA and UNHCR. Both agencies operate in Lebanon, a country that is not a party to the 1951 Geneva Convention relating to the Status of Refugees and that has had its own national refugee management framework since 1948. Lebanon has thus adopted its own definition of this category, leading to a de facto distinction in the treatment of the populations involved. This article is based on an analysis of official texts and documents produced by the two UN agencies and the Lebanese government, as well as data collected from the three populations in Lebanon since 2011. |
