| الملخص: | Law no. 328 passed by parliament in 2000 provided an opportunity to overcome the different approaches that typify Italian social policy as applied by the various local authorities. In fact, for the first time a policy system was set out in which central government assumed a primary role. However, the impact of the reform reflects the pre-existing lack of homogeneity. The paper shows that the local contexts continue to produce differing models for the programming, organisation and supply of services. Furthermore, within the present constitutional setup, central government cannot take on the regulative function needed to build a policy system that may guarantee a homogeneity in terms of rights and the provision of services. Law no. 328 has not, therefore, given rise to particularly innovative institutional processes and, very probably, the plurality of local approaches will continue to characterise this sector. In particular, depending on the role played by the regions, social policies could help further embed those existing management models that reflect regional boundaries, converging towards the practices in use in the health field. Alternatively, if this is not the case, this diversity could even involve the sub regional level of the social-healthcare districts. |
