Consequently, both wages and per capita GDP have decreased. In a recent book (2022), L. Codogno and G. Galli posit the argument that these phenomena are contingent on the limited diffusion of meritocratic criteria within Italian society, as evident in institutions such as schools, universities, the judiciary, bureaucracy, and small businesses. Instead, privileges in favour of lobbies and social and/or professional groups; affirmative actions and reserved quotas; limitations of competition are widespread. The explanation offered is substantiated by extensive empirical and comparative evidence. The authors appear however to underestimate sources of variation that are independent of the diffusion of meritocracy. In particular, the existence of large areas of social disorder (e.g. widespread tax evasion) and institutional disorder (e.g. prodigal pension policies, from 1968 to the present).
