| Sumari: | Amid growing climate risks, Dakar, the capital of Senegal, faced recurrent flooding between the late 1980s and early 2000s that severely affected both urban areas and populations. Following the devastating floods of 2005, the government launched the Jaxaay Plan, marking a shift from reactive responses to a preventive flood management and risk reduction policy focused on permanent resettlement and urban restructuring. Using a mixed-methods approach that combines remote sensing (to analyze land-use changes in Guédiawaye and Jaxaay-Parcelles) and qualitative data (55 narrative accounts and 2 focus groups), the study shows that the Jaxaay Plan significantly reconfigured Dakar’s suburban landscape, accelerating peri-urban urbanization through the establishment of resettlement neighborhoods. However, by locating these neighborhoods in flood-prone area, the Jaxaay Plan policy has paradoxically increased household vulnerability to flood risks. |
