This article reexamines this period and draws two main conclusions. First, although the policy was aimed at Euro-Canadians, the door was open for the participation of people groups racialized as non-white (though structural barriers limited their access); and second, that anti-discrimination had long been a goal within the bureaucracy but attempts to implement concrete measures were stymied by a lack of support, and sometimes outright opposition, from various stakeholders. |
