| Итог: | The integration policy in the Netherlands has been transformed fundamentally since 2002. This article analyses the causes and the extent of that transformation. The new policy is no longer based on the supposition that acquiring a secure legal status of immigrants is an important condition for their integration in society but on the idea that it should be the reward for a completed integration. The main elements (language and knowledge test abroad and strict tests for permanent residence and naturalisation) are discussed. It is argued that the new measures are dishonest, unlawful and counterproductive. Integration tests have become an major instrument for selection and exclusion of immigrants. The policies introduced in 2002-2006 are compared with the reaction of the Dutch government to terrorist acts committed by young Moluccan immigrants in the 1970s. Will the advent of a centre-left government in 2007 produce a return to former policies? |
