| Shrnutí: | This article analyses the transfer dynamics between the Council of Europe and the European Community/Union in the domain of cultural policy. The analysis is based on two case studies. One centres on audiovisual policy (1980s), and the other on the development of cultural programmes within the European Union in the wake of the Maastricht Treaty (1990s-2000s). In the 1980s, when relations between the Council of Europe and the European Community were only very weakly institutionalized, the circulation of norms between the two institutions was facilitated by informal exchanges on the margins of negotiations between senior officials mandated by their governments. In the 1990s and 2000s, although the circulation of norms and practices had been institutionalized through agreements, it was nevertheless the multipositioning of government delegates and the mobility of some high-level officials between the two organizations and between the institutional and cultural management spheres that opened up key channels for the transfer of norms and practices between the Council of Europe and the European Union. |
