| Summary: | In this article we show that the decentralisation initiated in Niger since the early 1990s has led to the strengthening of local chieftaincy (of cantons, villages and groupements), to the primacy of sedentary settlement over mobility, and to the marginalisation of pastoralists left with no other choice than to apply settlement logics to ‘obtain’ chieftaincies and community ‘territories’. This development towards territorialisation could threaten the survival of the pastoral mode of life in pastoral and agropastroal zones. |
