As early as the preparatory work for the Walloon Prevention and Health Promotion Plan [1], the aim was to influence the transition of environments and lifestyles, particularly in terms of diet and physical activity. The aim was to identify the levers influencing these health determinants, with a view to “health in all policies” and reducing social inequalities in health. Aim of the study : In this context, the University of Liège was entrusted with the task of building WALAPSanté, a plan for nutrition and physical activity, giving priority to intersectoral integration, the cross-fertilization of scientific and professional expertise, and the emergence of concrete inclusive practices at the local and supra-local levels. This article presents the plan’s participatory and iterative construction process, aimed at integrating stakeholders’ concerns into the management of the plan. Results: The involvement of 160 stakeholders from a variety of sectors led to the emergence of 48 operational objectives and 196 actions around four strategic axes : accessibility of favorable options, support for social innovation, accessibility of quality information, and modes of governance of the plan. Ownership of this plan, finalized in 2018, varies according to the issues at stake for the various stakeholders. Conclusions: The participatory construction of such a plan is a condition for its successful deployment on the ground by stakeholders from different sectors. Its application comes up against the compartmentalization and temporality of public policies. |
