| Özet: | In addition to statistical studies that measure the weight of socio-demographic factors of digital exclusion at a time when public services are being dematerialised, the article is based on a qualitative survey conducted between 2021 and 2023 at departmental level and aims at reporting on the experience of vulnerable groups in their access to rights. Our analysis confirms the characteristics of user profiles, which the available literature describes as being particularly exposed. It also highlights the difficulties encountered by a population that is a priori equipped to cope with the demands of digital transformation, but which comes up against the persistent complexity of administrative procedures. This focus on people whose digital skills are not in question sheds light on the institutions’ thinking about alancing digital education policies aimed at the most vulnerable with policies to simplify access to rights for the entire population. In this way, the latter will help to improve the situation of the most vulnerable. |
