This idea has been elevated to the highest political level to promote a green development with Chinese characteristics, which may appear paradoxical given the country’s voracious resource consumption and high pollution levels. However, since the 2010s, the Chinese government has extensively utilised this concept to address the environmental and social crisis, transitioning it from the intellectual realm into actionable policies and measures. Additionally, it has served to legitimise the strengthening of central government control and the deployment of digital surveillance methods, ultimately becoming a tool for external influence. |
