Although industrial policies have been implemented on a large scale, the administration still has three formidable challenges ahead: (1) to demonstrate that its investments will not lead to a mere addition of low-carbon energy resources on top of existing fossil fuel use; (2) to ensure that the protectionist nature of its strategy does not leave its foreign partners behind, but actually helps facilitate adoption of decarbonisation tools worldwide; (3) to find ways of increasing the US contribution to international climate finance in order to support developing countries.Cet article analyse les politiques publiques de l’administration Biden et de ses alliés démocrates pour amorcer la décarbonation de l’économie américaine. Malgré la mise en place de politiques industrielles de grande ampleur, il apparaît que l’administration démocrate doit encore relever trois redoutables défis : i) prouver que ses investissements ne mèneront pas à une simple addition de ressources énergétiques bascarbone aux énergies fossiles ; ii) démontrer que la dimension protectionniste de sa stratégie ne conduira pas à la relégation industrielle de ses partenaires, mais à la diffusion mondiale des outils de la transition ; iii) trouver les moyens institutionnels d’augmenter la contribution américaine au financement de la lutte contre le changement climatique dans les pays en développement.Cairn restricted access
