Already devastated by poverty, child mortality, malaria and wars, Africa was the first victim of an AIDS epidemic that, for more than a decade, has reached record rates : 70 % of all world HIV/ AIDS victims live in Sub-Saharan Africa. The acuteness of the AIDS virus on the African continent has nourished the image of a useless and downgraded Africa. The seriousness and the scale of the pandemic are related to a series of handicaps whose demographic and economic repercussions threaten and already weakened geopolitical stability. The impact of this disease on African society was considered a primeval threat to its development, then defined as a strong destabilizing factor, and finally recognized as a threat to global peace and security. Africa’s very existence is being threatened, and « aids in Africa » is becoming an issue all of own that requires the greatest international concern. This article aims to describe the strategic impacts caused by differing perceptions of the pandemic situation in Sub-Saharan Africa in order to assess its implications. |
