| Izvleček: | The essay lays the foundations for a philosophical account of public problems. We begin with the observation that no problem in the public sphere is born as public—it becomes one—and that this process of becoming stands in need of explanation. After introducing our topic (section 1), we contextualize it within the broader study of the nature of problems and problem-solving activities (section 2). Next, we dispel some possibly intuitive, but unworkable, ways to account for the nature of public problems, respectively assimilating them to social problems, legal problems, and practices that constitutively deplete or nurture public goods (section 3). We then scrutinize the shift occurring when a problem goes public, suggesting that in such a shift rests the key to assess and justify whether a certain problem is public (section 4). Finally, we lay out four open questions that need to be addressed to provide a unified treatment of problems in the public sphere (section 5).
