The European Union’s framework is the most ambitious, with the most advanced classification of sustainable finance (“the European taxonomy”). This classification should contribute to market transparency and smooth operation, and foster the development of the capital markets union. However, the difficulty of applying the taxonomy risks leading to inaction. The European Commission and the European Sustainable Finance Platform are therefore encouraging a proactive and gradual approach. As Europe’s climate bank, the EIB is striving to spearhead the gradual implementation of European standards for sustainable finance.Lancées par la Banque européenne d’investissement (BEI) en 2007, les obligations vertes sont émises aujourd’hui dans le monde entier, à hauteur d’environ 600 milliards d’euros par an aujourd’hui. L’essor du marché s’est accompagné d’une évolution de la gouvernance, allant de l’auto-régulation vers l’instauration de cadres réglementaires officiels. Celui de l’Union européenne est le plus ambitieux avec la classification de la finance durable la plus avancée (« la taxinomie européenne »). Cette classification doit contribuer à la transparence et au bon fonctionnement du marché, et favoriser le développement de l’union des marchés de capitaux. Toutefois, la difficulté d’application de la taxinomie risque de mener à l’inaction. La Commission européenne et la plateforme européenne sur la finance durable encouragent donc une approche proactive et graduelle. En tant que banque européenne du climat, la BEI s’efforce d’être un fer de lance de la mise en oeuvre graduelle des normes européennes pour la finance durable.Cairn restricted access
