Cette ouverture ne remet pas en cause la place prépondérante qu’y occupe la théorie régionale, au principe qu’elle seule démontre l’unité spatiale du bassin des Carpates et de la Hongrie historique. Représentées par des figures telles que Teleki, Elek, Péter, la théorie régionale et la théorie de l’administration régionale, conservent leur ascendant. Mais d’autres modes de raisonnement apparaissent : lectures de la régionalisation inspirées de la théorie des places centrales ( cf. les travaux de Prinz, Erdei, Mendöl, Hantos), ou fondées sur la théorie des régions économiques. Introduite pour la première fois en 1918, cette catégorie spatiale est, dès lors, périodiquement reprise par les partisans d’une division administrative définie sur la base de régions économiques, au premier rang desquels, Albert Pécsi. Dans l’histoire de l’administration publique, la période de l’entre-deux-guerres se distingue par un mouvement de centralisation générale, consigné dans la loi de 1942. Cette tendance affecte l’autonomie de l’échelon territorial du comté, alors qu’au titre de découpage spatial, celui-ci reste la structure de base de l’administration publique hongroise. Par ailleurs, ces années sont particulièrement riches en projets de réforme, visant la création de groupements régionaux de comtés. Autant de plans voués à l’échec, sachant que toute réorganisation radicale de l’administration publique rencontre alors la résistance d’une élite hongroise, acquise à la continuité historique légale et à la stabilité territoriale.

At the same time, the dominance of regional theory survived within Hungarian geography, because they thought that was the only way to prove the spatial unity of the Carpathian Basin and the historical Hungary. Besides the dominance and representation of regional theory and landscape administration theory (Teleki, Elek, Péter) the theory of central places appeared, too (Prinz, Erdei, Mendöl, Hantos) and the theory of economic regions (this category was defined in Hungary in 1918 for the first time, then almost all thought this period the need for an administrative division built on the economic regions appeared every now and then (Pécsi Albert). Between the two world wars, the county self-governments lost much of their importance (centralisation strengthened between the two world wars, especially in 1942), but the counties as spatial units still remained the dominant territorial basic structure of the Hungarian public administration. Each organ of the specialised state administration was integrated in the counties or the groups of the counties and all the smaller organs were county-based. The period between the two world wars is extremely rich in reform plans of public administration, including plans relating to supra-county, regional public administration and spatial division. Nevertheless the radical re-organisation of the public administration in Hungary did not take place.
