This article rejects the idea commonly accepted among historians that the ICRC was influenced by the Swiss government when making its decision. It carefully retraces how and why the ICRC made its decision and concludes that it is fully responsible for its silence on the question of deportation. In a broader sense, this article demonstrates the limits and dilemmas of humanitarian action in the context of total war and genocide.
