However, as the ICTR is about to close, some problems around it remain unsolved such as : the negative perception within Rwanda concerning the Court’s manner of functioning ; the issue of witnesses protection ; the lack of internal security (demonstrated by the location of its headquarters in Arusha, Tanzania, rather than in Rwanda) ; and the crucial issues of its independence, politicization and corruption.Cairn free access
