Résumé:International Justice and GenocideThe author deals with the history of the creation of the ICTR and its role in doing justice to both perpetrators and victims of the genocide. The creation of the ICTR is undeniably positive in terms of recognition of the Rwandan genocide, and the Court provides an innovative response on an international level. However, as the ICTR is about to close, some problems around it remain unsolved such as : the negative perception within Rwanda concerning the Court’s manner of functioning ; the issue of witnesses protection ; the lack of internal security (demonstrated by the location of its headquarters in Arusha, Tanzania, rather than in Rwanda) ; and the crucial issues of its independence, politicization and corruption.
