| الملخص: | This article exposes the limitations of the “public expenditure” indicator in studying the public sector—limitations that are all the more important in the context of international comparisons. We explain these limitations in terms of the political needs that drive the evolution of statistics. We show how the gradual integration of the public sector into the System of National Accounts (SNA) addresses both the need to quantify the public sector and the political need to control fiscal policy. |
