Sumari:The creation of the French social security system in 1945 has given rise to divergent interpretations, particularly as to the meaning of the place given to workers’ union representatives within the institution: was it a question of establishing a form of ’workers’ management’, of promoting a limited form of ’social democracy’, or was it simply a concession to the context of the time in a country marked by the traditional weakness of social dialogue? To answer this question, we need to analyse the situation in the country at the time of the Liberation and the motivations of the main players. While there is little doubt regarding the objectives of those who put this social security in place, it must be noted that they have not always been followed and that the introduction of social security has not fundamentally changed the culture of industrial relations in France. Furthermore, the resulting conflict, combined with the ’Bismarckian’ corporatist dynamic of the institutions, made it more difficult to establish a consensus on social policy, as shown by the example of the debate on the nature of social contributions in the 1960s.
