Drawing on old and more recent research, it looks back at two French characteristics that took shape at the turn of 19th and 20th centuries: the composite aspect of social protection, which combines different complementary organisational social insurance logics, and the existence of several levels of intervention based on the ’address for social welfare purposes’ concept, which has justified, in changing ways, the social interventionism of the commune, the départements and the nation as a whole.Cet article de synthèse, qui s’appuie notamment sur différents travaux personnels, se propose, à rebours des analyses sur l’État-providence français fondées sur le « tout assurantiel », d’aborder les différentes logiques à l’œuvre dans la construction de la protection sociale française. S’appuyant sur des recherches anciennes et plus récentes, il revient sur deux caractéristiques françaises qui se sont cristallisées au tournant du xixe et du xxe siècle : la dimension composite d’une protection sociale où se combinent différentes logiques d’organisation complémentaires de l’assurance sociale et l’existence de plusieurs niveaux d’intervention fondés sur la notion de domicile de secours qui a justifié, avec des modalités évolutives, l’interventionnisme social de la commune, des départements et de l’ensemble national.Cairn restricted access
