The rapid increase in initial training programs and the creation of a true continuing
education policy show the determination of the national police force to reform its
educational structures in order to face new needs. The recognition of these needs
however, is not a simple matter, due to the specific constraints of the police force itself.
There are gaps in training, and evaluation methods are rather poor. This is compounded
by the lack of prospective in the realm of human and material needs, and in management
