Although at first, the effects of the decentralisation of continuing education,
consequent on the law of 7 January 1983, were minimal, the 1993 five-year law
compensated for this by transfering to the regions continuing education and training
actions for young people aged 16-25. The transfer of funding which was part of this
decentralisation was satisfactory and the de-concentrated state services contributed
technical aid to the regional administrations. The regions thus demonstrated their
importance as pivotal actors in the training of young people. Although preference has
been given to other modes of organization in most European countries, what seems
necessary in France is to ensure better cooperation between national and regional levels,
as well as to develop interministerial cooperation. |
