Resumo:Thibault Tellier’s article explores the historical foundations of the participation of inhabitants in France, in the context of urban policies development during the thirty-year boom period following the second world war (known as the « Trente Glorieuses »), and the implementation of the « politique de la Ville » at the beginning of the 80’s. He points out that a confusion exists between the terms « participation » and « animation », which has caused a profound misunderstandig of empowerment.
