Description
Résumé:The institutional recognition of the social economy has historically been made in France within a national, statutory and sectoral framework, the first local elected officials in charge of SSE co-built in the 2000s a new field of public action without a legal reference framework. The Network of Local Authorities for a Solidarity Economy (RTES) has helped to introduce a territorial component that was not self-evident. In return, the 2014 SSE law has had symbolic and structuring effects for the support of local ESS policies and the dissemination of good practices at different scales. However, the more incentive than binding nature of the law makes the application of articles relating to local authorities more or less effective in the territories. Finally, the focus on communities with economic development as a competence does not allow for full recognition of the transversality of SSE in all local public policies at different levels of territorial authorities.
