| Samenvatting: | The Conseil supérieur de l’ESS was asked by the Secretary of State for SSE to carry out an assessment of the law almost ten years after its adoption. This article presents the main conclusions. It begins with an exhaustive and precise analysis of the legislative provisions and their implementation. While it notes the positive contribution made by this law in providing legal certainty for the definition and scope of the SSE, as well as recognizing it, it emphasizes that it has not achieved its objectives for a change of scale, due to a lack of proactive public policies and resources commensurate with its ambitions. It concludes with a number of recommendations for both Parliament and the Government, in particular with a view to the adoption of a programming law. |
