Özet:The notion of digital sovereignty goes beyond the classic judicial perspective attached to the power of individual states and the national framework. It calls for new economic, technical or functional meanings, and can be conceived more usefully at the European level. European digital sovereignty refers to the ability of member states to secure their self-determination within the digital space vis-à-vis the powers— notably the United States and China—that occupy it. To help them reconquer their autonomy and put an end to their technological dependency, it is necessary to enhance the capacity of the Union to weigh on the elaboration of applicable standards, to protect its citizens against multifaceted attacks, and to develop its industrial and innovative powers.
