Resumo:European sovereignty is not a legal concept. It is first and foremost a political concept, by which the Union acknowledges for the first time the conflictual nature of the world system, and expresses its determination to face it by developing a new discourse and original instruments to defend its collective interests both on the level of security (Ukraine) and of economic competition (against China and the United States). The notion of European sovereignty introduces a break with the mode of relating to the world built since 1957. It should therefore be seen as a process of permanent adaptation rather than as a state to be attained. As a consequence, its efficiency will be measured only on the long term.
