সংক্ষিপ্ত:By pragmatically but positively engaging with European integration and by devolving power to new institutions in Scotland, Wales and Northern Ireland the 'New Labour' government elected in 1997 has firmly established the conditions for a system of 'multilevel governance' in the UK.
