| Sažetak: | The capacity of social and medico-social services to take into account the experiences and contributions of citizens is the subject of a European research project involving service users, professionals, and researchers. Even though the right to participate in decision-making processes is enshrined in European legislation, this “responsiveness” remains lacking: Services tend to provide responses that are ill-suited to the situation of vulnerable groups and ultimately reinforce their exclusion. This article shows that the vulnerabilities of social work are rooted in the same underlying issues that affect representative democracies. Conversely, when co-construction is underway, people and their aspirations fuel deliberation, reinforcing the relevance of public action and the exercise of democracy. |
