Summary:‪Historically a welcoming country to refugees, over the last decade Tanzania has increasingly restricted them to camps, where they are prohibited from working and integrating into local communities. This article examines the impact of humanitarian confinement through the lens of gender-based violence programming, based on ethnographic research in the Nyarugusu camp, Tanzania. I draw on conversations with Congolese women seeking help as survivors of gender based violence, in order to illuminate the distributive effects of these programs. Underpinned by the logic of human rights and liberal education, humanitarian confinement reifies “culture” as the locus of violence and has the paradoxical effect of increasing harm to refugees through the demand to make suffering visible, audible and legible, and by rewriting responsibility as both a moral imperative and an injunction to possess and share a certain kind of knowledge. ‪
