| Resumo: | United States, European Union and China are currently undergoing a veritable industrial turn, which is bringing the concepts of economic sovereignty, technology management and knowledge management to the fore, against a backdrop of competition for raw materials and energy. So is public management doomed to become a set of tools for managing scarcity? If we consider that the consumption of non-renewable natural resources is at the heart of the economy, public management can only delay the inevitable decline. If, on the other hand, we consider that human labour is first and foremost a phenomenon that enables inventiveness, through the collective production of knowledge, then redefining the objectives of public action is essential. The search for the conditions that make it possible to collaborate with others, to manage moral sentiments, is the horizon of public management. |
