الملخص:This article examines the creation of an ambiguous consensus over equality policy amongst municipal councillors by the right-wing municipal majority that returned to power in Toulouse in 2014. In so doing, it refers to a broader research agenda on the party-political dimension of public policy. In this case, the fabrication of an “ambiguous consensus” by the right-wing majority is based first and foremost on the genesis of equality policies in what is known in France as “the pink city” that had not been effected by party politics. Since then, this equality policy has reproduced continuities within it despite 2014’s change of government, but also concealed changes within certain sectors of this policy. An examination of gender policies at the local level reveals a hybrid phenomenon of both standardization and partisan differentiation of gender policies. The ritualization of an equality policy which has given rise to little overt debate, has made it possible for Toulouse’s municipality to both evacuate some remaining political problems and build an ambiguous consensus.
