| 要約: | California has been grappling with a water crisis for several years. In response to this crisis, water stakeholders have opted for what can be considered a neo-conservationist (non-)solution: it is not so much about questioning the economic and urban model that leads to water consumption exceeding available resources, but about finding contractual and technical arrangements for a more “sustainable” water management, in order to support economic and urban expansion. More than an effect of an indisputable domination of political elites, a mobilization of neo-conservationist beliefs or an effect of a fragmented institutional architecture, we will argue that the observed neo-conservationism is the result of the operating logics of the water policy field, relatively autonomous from political and economic power. |
