The article traces the intellectual genealogy of universal basic income by examining its link with Alexandre Marc’s federalist thinking. In the 1930s, Marc formulated the “guaranteed social minimum,” a planned income covering basic needs, as part of a mixed and federalist economic project critical of capitalism and productivism. After 1970, the idea of a universal basic income resurfaced in Scandinavia, the Netherlands, and then in France with Gorz and Bresson, who linked it to the transformation of work and the crisis of the welfare state. The text by the Collectif Charles Fourier (1984) and the creation of BIEN structured a European, then global, movement in favour of an unconditional basic income. However, the author points out that the dominant, more liberal-inspired version (Van Parijs) departs from Marc’s global federalist project.Cairn restricted access |
