總結:With a two-staged systematic literature review (a bibliometric analysis and a critical content review) we examine the relationship between policy and entrepreneurship in the cultural and creative fields. We find that the foundations of a growing body of literature can be traced back to economic geography and industrial organisation. An explicit policy for cultural entrepreneurship is absent in many contexts. When it exists, a policy for cultural and creative entrepreneurship is an implicit part of broader policies for (urban) development, innovation, entrepreneurship, or creative industries. Our findings further articulate that entrepreneurship is not a prominent theme in the literature that tackles cultural policy. Rather, the most prominent theme in the literature is policy intervention in the creative economy in urban contexts. The reviewed articles show the range of existing policy instruments (funding, incubation, taxation, legislation, and education), but scope remains for in-depth and comparative analyses. China comes to the fore as an exceptional context. Avec une revue systématique de la littérature en deux étapes (une analyse bibliométrique et une revue critique du contenu), il est examiné comment la politique et l’entrepreneuriat dans les domaines culturels et créatifs sont liés dans des articles académiques. Les fondements d’un vaste corpus de littérature remontent à la géographie économique et à l’organisation industrielle, et le thème le plus important est les interventions politiques dans l’économie créative dans des contextes urbains. Une politique explicite d’entrepreneuriat culturel est absente dans de nombreux contextes et fait implicitement partie de la politique de développement (urbain), d’innovation, d’entrepreneuriat et d’industries créatives. La politique culturelle pour l’entrepreneuriat n’est pas un thème important et, lorsqu’elle l’est, l’approche est critiquant. Les articles mettent en évidence la gamme d’instruments politiques existants (financement, incubation, fiscalité, législation et éducation), mais il reste de la place pour des analyses approfondies et comparatives. La Chine apparaît comme un contexte exceptionnel.
