Shrnutí:This article analyzes the way in which short-distance car-sharing services integrate the field of public action in the Île-de-France region. The theoretical and methodological framework is based on three approaches: the relationship between territory and mobility system, change in public action and the process of diffusion of innovations. At the crossroads of these fields, we are studying the way in which territorial actors apprehend and appropriate car-sharing to respond to local public action issues. First, we present the results of a survey aimed at understanding how digital car-sharing platforms fit into local public action. Based on interviews with elected representatives from peri-urban municipalities and departmental councils, we show that car-sharing schemes based on digital tools are beyond the reach of these actors. Indeed, these actors only invest superficially in car-sharing, as they fail to grasp the benefits to be expected from the development of these services. Lastly, we draw on theoretical approaches to technical and territorial networks to study the experimentation of a short-distance car-sharing service deployed in the Val d’Oise. The article shows that this innovative service, based on on-street infrastructure, makes the possibilities offered by car-sharing more concrete. It gives local players the opportunity to implement regional development strategies by linking local issues to this new mobility solution. In this way, infrastructure-based car-sharing makes the tensions associated with the pursuit of contradictory objectives more obvious, and forces public authorities to specify the objectives pursued through their mobility policies.
