Après avoir, en introduction de son cours, présenté les sources du droit des conflits armés en mer et l autonomie des conflits navals par rapport à la guerre terrestre et à aérienne, l auteur s intéresse à l obsolescence du droit des conflits armés en mer (Charte des Nations Unies, nouveau droit de la mer, progrès dans les armements navals et Protocole I additionnel aux conventions de Genève), aux acteurs de la guerre maritime, au théâtre de la guerre, à l objectif militaire du conflit, et aux moyens et méthodes de combat. L auteur porte ensuite son attention sur la protection de la personne humaine, la neutralité, les moyens destinés à garantir l application du droit de la guerre maritime. Le Professeur Ronzitti s intéresse enfin aux opérations maritimes intervenant dans le cadre de conflits armés à caractère non international, aux opérations navales entreprises sous l égide des Nations Unies, et à la fin du conflit armé.
In this course, Natalino Ronzitti, Professor at the University of Pisa, draws up a very complete picture of humanitarian law applicable to maritime armed conflicts. In his introduction, Professor Ronzitti presents the sources of law applicable to armed conflicts at sea and the autonomous status of naval conflicts compared to war on land or in the air. The author then focuses on the law's obsolescence (Charter of the United Nations, the new law of the sea, progress in naval armaments and the First Additional Protocol to the Geneva conventions), on the actors of maritime war, on the theatre of war, on the military objective of the conflict, and on the means and methods of combat. The author then turns his attention to the protection of human subjects, to neutrality, and to the measures intended to guarantee the application of maritime law. Lastly, Professor Ronzitti pays attention to intervening maritime operations during armed conflicts of a non-international nature, to naval campaigns undertaken under the aegis of the United Nations, and to the end of the armed conflict.
