Gaia:La Quatrième Région du Chili est une région aride au nord du Chili. Ses habitants y ont développé des techniques d'irrigation sophistiquées et un système social élaboré pour le partage de l'eau et des droits d'eau. Cette évolution culmine dans la combinaison d'un système d'irrigation technicisé, de lois et de réglementations détaillées et d'une chaîne de production-exportation de produits agricoles à haute valeur ajoutée. Les projets de reproduction de ce système dans d'autres vallées arides conduisent à s'interroger sur les facteurs de sa réussite, sur sa durabilité et sa reproductibilité. L'itinéraire de l'eau est suivi à travers les multiples niveaux d'organisation de sa gestion physique, agronomique, juridique et économique, jusqu'aux détails microscopiques de la relation eau-sol-plante. On a particulièrement traité la participation des acteurs publics et privés dans le contexte libéral chilien, en étudiant les transformations du système et ses relations de dépendance.
The fourth region of Chile is an arid area. The inhabitants developped technics of irrigation and a social system in order to share the water and the rights of access. This evolution culminate in the combination of an irrigation scheme, laws and rules and agricultural production and exportation of goods with great added value. The reproduction of the technical and social characteristics of the system is elected for the benefice of other arid valleys. This lead to wonder about the causes of its success and to question the sustainability and reproductibility of the system. The route of the water is followed through the various organization levels of its spatial, agronomic and economic management, including the microscopic details of the connection beetween water, soil and plants. A particular attention has been given to the public and private participation in the liberal context of the chilean politics and economics, and to the changes of the system and its relations of dependance.
