Sumari:As the federal government's programs have become more numerous and complex, the problems of budgetary decision making have become more and more difficult. In recent years the federal government has sought to apply rigorous analytical techniques in a systematic way to the design and budgetary financing of governmental programs. To this end the planning, programming, and budgetary (PPB) system was developed. Is the analytical approach of PPB compatible with the political bargaining which necessarly characterizes program and budgetary decisions in a free society ? This book, originally presented as the 1968 H. Rowan Gaither Lectures in Systems Science at the University of California, Berkeley, takes up the question of the relation between analysis and politics. After reviewing briefly the evolution of the federal budget and the objectives of PPB, the book discusses the strengths and weakness of both the analytical and the bargaining approach to program decisions, and suggets how the two can complement each other. It discusses future applications of systematic analysis and concludes with suggestions for political and administrative improvements. [4ème de couv.]
