However, conflicts tend by their very nature to intensify, and the existence of mechanisms that allow them to be managed peacefully is one of the hallmarks of democratic regimes. In recent decades, a new mechanism has emerged in the scientific debate alongside the classic mechanisms of vote, authority and negotiation. Known as public deliberation, it is applied by inserting short deliberative parentheses into longer and more complex traditional policy-making processes. Deliberative processes are highly structured processes that involve citizens and stakeholders in informed dialogues aimed at producing shared recommendations for official policy-makers.The experimentation with deliberative processes in numerous policy domains has sparked a heated debate about their true nature, practicability, genuine democratic character, and concrete effectiveness. Among the various issues animating the scientific debate, the question of depoliticisation has recently gained prominence, a dynamic that some believe is directly generated by deliberative processes and others believe is limited precisely by their presence. The debate is still open and there are reasonable arguments on both sides. This article proposes to make a step forward by suggesting that we avoid the binary framework that simply distinguishes between (bad) depoliticisation and (good) politicisation, and open up the idea that both phenomena can take different forms. Furthermore, it proposes to reflect on the effects of deliberative processes by distinguishing between two different deliberative approaches and to reflect on the somewhat opposing implications of these two models on the politicisation and depoliticisation dynamics.
