Since the project began, it combines the aims related to Internet development in Senegal and objectives linked to “good governance”. Through the story of the genesis and implementation of this project, the article tries to show objective of state reform and a technical means (Web) to get there. Even if it is too early to assess extent of changes made to public agents, leaders and citizens, the article focuses on the impacts already visible from the construction site. At least, the process of collecting and writing information has created among ministries agents involved in the project the beginning of a dynamic transparency to the citizen and awareness of a certain administrative complexity. It broke some administrative “routine” and down significantly some services. En avril 2006, a été mis en ligne le site web sénégalais « Vos démarches administratives » http://www.demarches.gouv.sn. Depuis sa genèse, le projet combine des objectifs liés au développement de l’internet au Sénégal et des objectifs liés à la « bonne gouvernance ». Au travers du récit de la conception et de la mise en œuvre de ce projet, l’article tente de montrer objectif de réforme de l’Etat et un moyen technique (le web) pour y arriver. S’il est trop tôt pour évaluer l’étendue des changements opérés sur les agents publics, sur les dirigeants et sur les administrés, l’article insiste sur les impacts déjà visibles du processus de construction du site. À tout le moins, le processus de collecte et de rédaction des informations a créé chez les agents des ministères impliqués dans le chantier l’amorce d’une dynamique de transparence vis-à-vis des administrés et de prise de conscience d’une certaine complexité administrative ; il a permis de briser une certaine « routine » administrative et de décloisonner sensiblement certains services.
