This paper aims to fill part of the gap in literature. It focuses on a range of initiatives led by Lord Salisbury in the county of Hertfordshire. It seeks to show that these actions should be examined in the light of strategic planning issues due to the housing shortage, as large landowners are engaged in debates that occur upstream, well before construction effectively takes place. The paper also aims to demonstrate that Lord Salisbury’s initiatives are best understood when they are seen to exemplify a particular vision of human settlements. From a strategic point of view, this view involves the promotion of new settlements as a way of addressing the housing crisis and can thus be seen as a contemporary manifestation of Britain’s long tradition of planned communities. In design terms, it promotes traditional architecture and urbanism. The paper insists on the importance of the networks of stakeholders who share these views, and of the methods that allow them to be implemented. Cet article vise à apporter un éclairage sur une question peu abordée : le rôle des grands propriétaires terriens dans les processus d’urbanisme. Il se concentre plus particulièrement sur les initiatives de Lord Salisbury au sein du comté du Hertfordshire. It montre que ces actions doivent être abordées à la lumière d’enjeux stratégiques liés à la crise du logement, dans la mesure où les grands propriétaires sont engagés dans des débats, lesquels prennent place en amont de la construction. L’article démontre également que pour être comprises, les initiatives de Lord Salisbury doivent être considérées comme des illustrations d’une vision spécifique des établissements humains. D’un point de vue stratégique, il s’agit de promouvoir les nouveaux établissements comme l’une des réponses possibles à la crise du logement. Cette posture est ainsi une manifestation contemporaine de la longue histoire du pays en la matière. Du point de vue de la conception et de la composition, il s’agit de promouvoir l’architecture et l’urbanisme traditionnels. L’article insiste sur l’importance des réseaux d’acteurs qui partagent cette vision ainsi que des méthodes permettant leur mise en œuvre.
